Spatial analytical data (ÚAP)

The expert basis for Czech spatial planning: data on the state of an area, its values, limits and planned projects, plus an analysis of issues to solve.

Spatial analytical data (územně analytické podklady, ÚAP) are the expert basis of Czech spatial planning. They identify and assess the state and development of an area, its values, the limits on land use (e.g. protection zones or flood zones), planned changes in the territory and the conditions for sustainable development, and they identify problems that zoning documentation should solve. They serve as a basis for preparing zoning plans, regional development principles and planning studies. Unlike a zoning plan, they are not binding.

Who prepares them and what they contain

ÚAP are prepared by the planning office of the municipality with extended powers for its administrative district and by the regional office for the whole region. The office keeps them up to date and must prepare a draft full update no later than 4 years after the previous one. Under Decree No. 157/2024 Coll. they have three parts:

  • a database of monitored phenomena, i.e. data on the territory supplied by authorities and owners of transport and utility infrastructure, such as utility protection zones or flood zones,
  • background materials for the sustainable development analysis, including drawings of the area's values, land-use limits and planned changes,
  • the analysis of sustainable development of the territory (RURÚ), which assesses the area's strengths and weaknesses and identifies problems to solve.

Why they are useful for a buyer

ÚAP give an overview of restrictions and planned projects in one place. The drawing of land-use limits shows, for example, protection zones, flood zones or protected areas; the drawing of planned changes shows planned constructions and corridors. Planning offices publish them on the website of the municipality with extended powers or of the region. The data are only as current as the last update and come from the data providers, so it is worth checking a specific restriction with the body that manages it as well.

Upcoming change

An amendment to the Building Act signed by the President in September 2026 turns ÚAP, from 1 January 2027, into a set of data on the territory that providers upload directly to the National Spatial Planning Geoportal, in a single database managed by the new Spatial Development Authority. Separate discussion of ÚAP with municipalities and the regional council is abolished.

Frequently asked questions

Are building decisions based on ÚAP?

Not directly. The building authority decides on the basis of the zoning plan, legislation and the opinions of the authorities concerned. ÚAP, however, show which restrictions apply in the area, and these are reflected in building permits.
