Redevelopment area (transformation area)
Built-up land where the zoning plan proposes a new use, e.g. an old factory site for housing. The new Building Act calls it a transformation area.
A redevelopment area (plocha přestavby) is part of the built-up area where the zoning plan proposes a change of use or renewal, e.g. turning a former farm or factory site into housing, a public space or a park. The term comes from the previous Building Act No. 183/2006 Coll. The new Building Act No. 283/2021 Coll. uses the name transformation area (transformační plocha): an area intended to create an entirely new character or to restore degraded or neglected land, designated by the zoning plan within the built-up area.
How to spot it in the plan
- In older plans its label starts with P (e.g. P.1); in plans under the new Act it starts with T (e.g. T.1).
- It always lies inside the built-up area, unlike development areas, which are mostly outside it.
- The proposed use and conditions are in the text part of the plan under the relevant land-use zone.
What it means for a buyer
A redevelopment area near a house means the place may change significantly, often for the better (new housing instead of a noisy site), but with construction disturbance along the way. What matters is the proposed new use. For larger redevelopments the plan may make decisions in the area conditional on a planning study or a regulatory plan.
A proposed redevelopment does not guarantee that it will happen or when. That depends on landowners, investors and the municipality; until then the area usually keeps its current use.
Upcoming change of name
An amendment to the Building Act signed by the President in September 2026 replaces the term transformation area with 'area of change in the developable territory' (plocha změny v zastavitelném území) from 1 January 2027. It also replaces the built-up area with the new concept of developable territory (zastavitelné území).
Frequently asked questions
Is a redevelopment area the same as a brownfield?
They often overlap but are not the same. A brownfield is a general term for an unused or neglected site, whereas a redevelopment area is a legal designation in the zoning plan. Not every brownfield is a redevelopment area, and redevelopment can also concern land that is in use.
