OV zone - public amenities
Zoning-plan code for mostly non-commercial public amenities: schools, offices, healthcare, social care, culture. Conditions are set by the local plan.
An OV zone is a zone for public amenities (občanské vybavení veřejné) in a Czech zoning plan. The uniform standard for zoning documentation (Decree No. 157/2024 Coll.) designates it for mostly non-commercial local amenities: education and childcare, social services and family care, healthcare, culture, religion, public administration and civil protection, including the integrated rescue system.
How to read it
Amenity zones have several codes in the uniform standard:
- OV - public, optionally specified, e.g. OV.s education or OV.z healthcare,
- OK - commercial, e.g. shops, services, accommodation, shopping centres,
- OS - sport, OL - spa, OH - cemeteries,
- OU - general, OX - other.
Under the decree, amenity zones must adjoin transport infrastructure of sufficient capacity and be accessible from it.
What it means for a buyer
An OV zone near a house usually means a school, municipal office or health centre within reach. Expect some activity too, such as school-run traffic or events at a cultural centre. OK and OS zones may hold larger sites with more traffic and parking; the ministry's methodology describes OK mostly as extensive sites with high transport demands.
A proposed OV zone nearby shows where the municipality plans a new public building. If it is also designated as a public benefit construction, land rights can be expropriated for it.
Watch out for
- Older zoning plans, which remain valid, may use the codes differently. The regional MINIS methodology, for example, used OK only for extensive commercial sites and OM for smaller shops and services.
- The zoning plan does not say which school is the catchment school for an address.
- The specific permitted uses and the height limit are in the text part of the municipality's plan.
- The binding wording is always the text and drawings of the specific municipality's zoning plan.
