Local amenities (občanská vybavenost)

Schools, health and social services, public offices, culture, sport, shops and services that serve residents. Legally „občanské vybavení“.

Local amenities („občanská vybavenost“) are the buildings, facilities and land that serve residents' everyday needs: schools and nurseries, health and social services, culture, sport and public administration, but also shops, places to eat and other services. Czech regulations use the term „občanské vybavení“ (civic amenities). For a buyer, it is the overall answer to what is within reach of the home and how far away.

How regulations define it

The Building Act No. 283/2021 Coll., in effect since 2024, classes civic amenities as public infrastructure. It defines them as buildings, facilities and land serving the basic needs of residents, in particular education, upbringing and sport, social and health services, culture, public administration and civil protection. A zoning plan usually designates civic amenity zones for such buildings, for example the OV zone for public amenities.

In its spatial planning methodology, the Institute for Spatial Development (Ústav územního rozvoje) divides civic amenities into public ones, set up in the public interest and largely non-profit (schools, social and health services, public offices, post offices), and commercial ones, driven by supply and demand (shops, restaurants, accommodation, banks, hairdressers). By frequency of use it distinguishes basic amenities, used daily and usually located within walking distance of homes, and higher-level amenities, used less often, serving a wider area and reached by car or public transport.

How to read the information

  • For families with children, the catchment school, nursery school, children's group and after-school activities matter.
  • For everyday life, a shop, doctor, pharmacy and post office within walking distance.
  • For higher-level amenities (hospital, public offices, secondary schools), public transport is decisive, for example within an integrated transport system.

Information on nearby amenities is one of the main inputs from which the location analysis builds a picture of life in the area.

What to watch out for

Straight-line distance does not tell you how long the trip actually takes. School and doctor capacity is often limited, so a nearby facility does not guarantee a place. Shops and services open and close faster than maps are updated, so check the current situation. Civic amenity zones in the zoning plan also show where the municipality plans a new school or other public facility.

Frequently asked questions

Are local amenities the same as an OV zone?

No. Local amenities is a general term for all services nearby. An OV zone is a zoning plan category that determines where such buildings should be located.

Do roads and utilities count?

No. Transport and technical infrastructure, i.e. roads, railways and utility networks, are separate parts of public infrastructure under the Building Act.
