Simplified records of networks in the digital technical map

How the digital technical map records networks with incomplete data, e.g. a missing owner or a position below accuracy class 3.

The decree on the regional digital technical map distinguishes complete and incomplete data on transport and technical infrastructure. Anything that does not reach the required completeness is kept in a simplified way (Section 4 of Decree No. 393/2020 Coll.). In the map data this is shown by an 'incomplete data' attribute.

When data are complete

Data are complete when the map holds all the required details for a feature, including its type, owner and, where relevant, manager or operator, position and change details, and at the same time the position meets at least accuracy class 3, i.e. a mean error of 14 cm. If any one condition is missing, the feature is kept in simplified form.

Even a feature kept in simplified form must have at least:

  • its category, group and type,
  • its owner, manager or operator (at least one of them),
  • its position and whether it runs underground, on the surface or above ground,
  • change details, who entered the change, and the person authorised to edit.

Where incomplete data come from

Typically these are data that network owners handed to the regions when the maps were set up and made available by 30 June 2024, or networks built before that date that are added to the map later. Under the transitional provisions of Act No. 47/2020 Coll., such data are kept in simplified form until the owner completes them. Often these are older water mains, sewers and cables whose position is known only approximately.

What it means for buyers

Simplified records do not mean the network is missing or out of order. They mean the map entry is less reliable: the position may be only approximate or some details are missing. Where the network actually runs and whether it reaches a plot is stated by the network operator in a utility existence statement; before digging, the network is marked out on site. The network owner is responsible for the correctness, completeness and currency of the data.
