Digital technical map (DTM) and DMVS portal (SEMAFOR)

Each region's digital technical map records utility and transport networks. The DMVS portal gives access; its 'semafor' lists operators in an area.

Each Czech region keeps a digital technical map (DTM) for its territory, managed by the regional authority. It holds data on the type, location, route and attributes of transport and technical infrastructure, including protection and safety zones, and on selected features on the ground. Nationally it is made available through the public administration digital map information system (IS DMVS), run by the Czech Office for Surveying, Mapping and Cadastre (ČÚZK), via the DMVS portal.

Who can see what

Anyone can view the public part of the map in the map portal without logging in. Since 1 January 2026, however, the actual data on technical infrastructure, its zones and planned changes, including those in the public part, can be obtained under Section 4b(10) of the Surveying Act only by listed persons:

  • public authorities,
  • owners, managers and operators of transport and technical infrastructure,
  • future builders of infrastructure projects,
  • owners of affected properties,
  • authorised surveying engineers.

A property owner requests the data after logging in to the portal; the system checks ownership in the land register and releases the data only if the owner holds the whole requested area. Estate agents and buyers are not among the entitled persons.

The 'traffic light': who manages networks in an area

After logging in (with Czech eID, Identita občana, or a data box), the DMVS portal offers a function for finding infrastructure managers in a defined area, nicknamed the traffic light (semafor). For given parcels or a drawn area it lists network owners and operators with contact details and colour-codes them:

  • green: has network features recorded in the DTM in the area,
  • orange: has only a protection or safety zone in the area,
  • grey: has no network recorded in the DTM in the area.

Green and orange operators can then be asked for a utility existence statement.

What to watch for

DTM data may be incomplete or inaccurate. Older networks are often kept as simplified records or with a low accuracy class, and the map does not show the condition or age of networks. It therefore does not replace operators' statements or marking out the network on site.

We find, analyse and clearly present data about the place. On the website for clients and in the location check for the agent - depending on the nature of the information.

The explanation is general and informative, not legal advice. Binding are the land register, the zoning plan and other official sources.
