Prefabricated panel building (panelák)

An apartment building made of large precast concrete wall panels, typical of Czech housing estates from the second half of the 20th century.

A panel building (panelový dům, colloquially panelák) is an apartment building whose load-bearing walls and floors are made of large precast concrete elements produced in a factory and assembled on site. In Czechia they were built mainly in the second half of the 20th century and are typical of housing estates (sídliště).

How to recognise it in RÚIAN

The RÚIAN register records the type of vertical load-bearing structure for buildings with a house number. The code list of the Czech Office for Surveying, Mapping and Cadastre has an entry 'wall panels' (stěnové panely), which since 1 July 2024 distinguishes concrete and reinforced concrete panels, timber panels and others. 'Wall panels' on its own therefore does not necessarily mean a concrete panelák: a timber panel house can be recorded that way too. Together with the completion year, the entry helps estimate the age and type of the building; see also construction type.

What to ask when buying a flat

  • Whether the building has been insulated and the windows replaced, and what class the building has in its energy performance certificate.
  • Whether panel joints, balconies and loggias have been repaired, and whether risers, wiring and the lift have been replaced.
  • How much is saved for repairs and which repairs are planned. The owners' association or housing cooperative has this information.
  • Whether the flat is owned outright or is a cooperative flat.

Changing the layout

In a panel building the load-bearing walls are the main structure, and in a building divided into units they are common parts of the building rather than part of any single flat. The Building Act treats alterations that do not affect load-bearing structures, do not change the building's appearance or use and cannot compromise fire safety as minor works needing no permit. Cutting into a load-bearing wall, for example for a new doorway, requires a permit from the building authority.
