LDS - local distribution system

An electricity distribution system not directly connected to the transmission grid, typically on an industrial site. Needs an ERÚ licence.

A local distribution system (LDS, lokální distribuční soustava) is, under the Czech electricity market rules decree, a distribution system that is not directly connected to the transmission system. The opposite is a regional distribution system, which is. Houses and flats are usually supplied by one of the regional distributors (ČEZ Distribuce, EG.D, PREdistribuce), but some supply points lie within local systems.

Where LDS are found

Local systems usually supply a defined site, such as an industrial or business zone, where the power distribution is owned and run by a company or municipality other than the regional distributor. Only a holder of an electricity distribution licence from the Energy Regulatory Office (ERÚ) may operate a distribution system. The licence defines the territory the system covers, which can be looked up in ERÚ's public licence search.

How to find out who supplies a house

Several distributors can operate in one cadastral area. Which system a house is connected to is decided by the licensed territories. The electricity bill shows it reliably, as it states the distributor and the supply point number (EAN).

What it means for buyers

For customers, the LDS operator is the distributor in every respect: an application for a new connection or a change of the main circuit breaker goes to it, not to the regional distributor. The operator publishes the operating rules of its system approved by ERÚ; if it has none approved, the rules of the regional distributor in whose territory the LDS lies apply (Section 25 of the Energy Act).

Can I choose my electricity supplier in an LDS?

Yes. Distributor and supplier are different roles: the distributor delivers electricity and connects supply points, the supplier sells it. Section 28 of the Energy Act gives customers the right to buy electricity from any licensed trader, whichever system they are connected to. The division of roles is also explained under network operator.

Is the voltage or connection different in an LDS?

A local system may have lines at different voltage levels, just like a regional one. Households are connected at low voltage here too.
